because green leaves contain liquid in it suvh as water starch , so when green leaves are exposed to high temprature first fluid evaporates and then the leaves start to burn nut in case of dry leaves there is no fluid or moisture only dry leaves which is pure carbon fuel and too good fuel to burn

dry leaves catch fire easier as compared to the wet and tender leaves because wet leaves's ignition temperature is higher. this is because all the moisture present in them absorbs the heat and rises it's ignition temperature. whereas dry leaves don't have any moisture in them. therefore they won't absorb anything i.e their ignition temperature won't rise.
and we know that, higher the ignition temperature, the greater the time will be taken to catch fire. so the dryer leaves will catch fire easily since it has lower ignition temperature as compared to the wet ones..
