The East India Company in India wanted to have trade monopoly over cotton production. The company did not want that the Indian weavers should supply their cotton products to other European countries.
So, the company appointed gomasthas ,who were loyal to the company.
The company had appointed them for supervising the weavers and to ensure that they are not supplying their cotton to any other country.
