Why the electric field lines do not form closed loops?

The field lines start (or diverge) from the positive charges and terminate (or converge) on negative charges. If the electric field lines form closed loops, these lines must originate and terminate on the same charge which is not possible. ... So, electric field lines can form closed loop.

The electric field of positive charges are readily outwards and for negative charges it is readily inwards so when they get in a contact the electric field get attracted from the positive one to negative one while in like charges the electric field repels.hope it helps
