Yes it's true that electron affinity of fluorine is less than that of chlorine. This is because the size of fluorine atom is very small as compared to chlorine atom and due to its small size there are strong inner repulsions among valence electrons and so the outerelectron doesnot feel the attraction from the nucleus.
