Conductors have plenty of free electrons i.e electrons that are not bound to a nucleus. These free electrons have enough kinetic energy to escape from their atoms and move around on their own in the conductor but they don’t have enough energy to escape from the surface of the conductor itself, unless they are provided with the energy required to do so.
