some of the main principles/ features of democracy are Universal Adult Franchise, equal value of vote and inclusion of minority in voting and other decision making processes. But these three countries ( Saudi Arabia, Estonia & Fiji) don't include these features in their laws. So, they cannot be called Democratic.

Saudi Arabia - No voting rights for Non-Muslims, women.

Estonia - The Russian minority don't have voting rights. ( other than some exemptions).

Fiji - The value of the votes of Native/Indigenous Fijians is more than that of Indian Fijians.
