Saudi Arabia cannot be called a democratic country because there women do not have the right to vote. Only men can vote there.
One of the feature of democracy is that all citizens irrespective of caste , gender have right to vote. The following feature cannot be applied in the case of Saudi Arabia, therefore we cannot consider it as a democratic country.
Similar is the case with Estonia.

And people do discrimination among each other that's why these countries are cannot be called democratic country.
