He was Solitary 'cause everyone else were enraptured by Nightingale's song and he was the only one to envy her song..Here in the poem,the Frog's weeping is because of jealous.He is a hypocrite.

Actually the frog is not called as a solitary loon in this poem.A loon is a water bird and a solitary loon means a lonely water bird.Here the bird gets emotional by hearing the melodious song of the nightingale.
