This relates to an interesting story, or I should say a Greek myth. Greek stories are greatly inspired by gods and goddesses.

King Ceyx ruled on kingdom Thessaly (which was known for its peace and prosperity) with his beautiful queen Alcyone. She was daughter of the God of wind Aeolus. The beloved brother of Ceyx died and the sadness brought calamities and sufferings in the kingdom. To impress Gods, Ceyx travelled far to make sacrifices. But queen Alcyone told his husband to sacrifice in his own country. As she was daughter of the God of wind, she knew winds would be bad and dangerous at that season so she was afraid of losing her husband. Ceyx told her to be brave and rule on his behalf till he return. He is brave and can impress God with his courage. 
The wind grew bad and their ship got destroyed. Alcyone was waiting and praying for her husband. Her prayers and love moved Hera (Goddess of kids), she sent her massenger Iris which lived in place where Somnus, (God of sleep) lived. There used to be silence all over, there were so many dreams scattered around him, dreams of babies, insects, flowers. Iris touched Somnus to give message by Hera, he woke up and sent an imagination/vision to Alcyone of dying Ceyx . This made her sad and she knew she lost Ceyx forever. She went to the shore crying and saw Ceyx in form of a bird, then she also became a bird and they both rose above the sea and united and flew away.
The Halcyone (named for both lovers) birds are said to come during winters and calm the furious sea for few weeks.
This is the story why garments are compared with halcyon, so that the baby sleeps or stays in calm and peaceful state so they stay away from bad dreams or evil eyes.
