proteins produced in RER are transferred to the golgi apparatus where they are packed to be transferred in the cell or out of the cell.
That's why it is in close association with RER.

Golgi apparatus remain in close association with endoplasmic reticulum because the newly synthesized proteins are transported from endoplasmic reticulum to Golgi apparatus where these are modified, packaged and dispatched to various targets inside and outside the cell.
