It seeks to open new schools in those habitations which do not have schooling facilities and strengthen existing school infrastructure through provision of additional class rooms, toilets, drinking water, maintenance grant and school improvement grants.Existing schools with inadequate teacher strength are provided with additional teachers, while the capacity of existing teachers is being strengthened by extensive training, grants for developing teaching-learning materials and strengthening of the academic support structure at a cluster, block and district level.SSA seeks to provide quality elementary education including life skills. SSA has a special focus on girl’s education and children with special needs.SSA also seeks to provide computer education to bridge the digital divide.
Sarva Shiksha Abhiyan is one of the pioneering initiatives of Indian Govt for providing free and compulsory primary Education to children between age 6 to 14 years as mentioned in Article 21 A of our constitution which cites Primary Education as one of the Fundamental Rights of an Indian Citizen. This Right is also available to foreigners if he or she is a resi dent of india The Education must be provided to the children of age groups without discriminating against their caste, sex, Birth place, religion and states. This programme was started in 2000- 2001 during the tenure of prime minister Atal Bihari vajpayee. If we go in past before Implementation of Sarva Shiksha Abhityan a similar kind of programme was being run by Govt named District Primary Education Programme which was started in 1993- 1994 for achieving the objective of Universal Primary Education where 85 % of the expenditure was borne by Central Govt and remaining 15 % by state govt. The central Govt share was also funded by organisation like UNICEF , WORLD BANK. The programme covered 272 districts and 18 indian states which was replaced by Sarva Shikha Abhiyan. Although Right to education act ( RTE 2009) was enacted on 6th Aug 2009 and came into force on 1st April 2010 when india became one of the 135 countries to provide Free and Compulsory Education. The present funding ratio of Sarva Shiksha Abhiyan is 68 to 70 % by Central govt and 25–30 % by state govt whereas the funding ratio of north eastern state is 90 percent by Centre and 10 percent by state. One must know that private school are not covered under this act as the Verdict states Given by Supreme Court of India in 2014. Recent reports say a total of 3.63 lakhs school have been covered under this program. This program has launched many initiatives for online monitoring and tackling the challenges of students such as SHAGUN, Midday Meal, Beti Padhao Beti Bachao and the most vital among these is MID DAY MEAL PROGRAM which was started by then Prime Minister Manmohan singh in 2005- 2006 and one will be amazed to know that WORLD BANK Had recognised this Meal program as the largest and one of the most successful programs in world. So we can conclude Sarva Shiksha Abhiyan is the backbone of Indian Primary Education especially in Rural India where more efforts are needed to achieve the Education.
