Government schools are not allowed to celebrate religion programs as government does not discriminate between religion. A hindu celebration might not be liked by a Muslim or some other community, so it is done so that no problem is created due to social discrimination.

The govt. school doesn't celebrate religious events in their school as they can't promote any one religion either in Thier morning or
prayer or through religious celebration. This rule doesn't apply to private school.. In short it is mainly because India is a secular country and secularism doesn't allow the state to promote any particular religion...
