Water reaches maximum density on cooling at 4 degree Celsius(40 degree Farenheit). On cooling even more it compresses into ice which lowers its density( Ice is 9% less dense than water). Though most liquids become more dense on cooling, water is different due to hydrogen bonding. So the heavier water displaces the ice and makes the ice float to the top.

vanshika2002: Sorry please write ur answer in a simple language.
PartTimeNinja: Sorry I'm late but to put it simply,
PartTimeNinja: Most liquids on cooling become heavier but water on cooling becomes ice which is not as dense or heavy as water.Since ice is lighter it floats
