Conductive when liquid - ions arecharged particles, but ionic compounds can only conduct electricity if their ions are free to move. So ionic compounds do not conduct electricity when they are solid, but they do conduct electricitywhen they are dissolved in water or when they are melted.

ionic compounds contains high electrostatic force thus it exists in solid state and does not loose it's ions hence does not conduct electricity.
Whereas it contains electricity in molten or aqueous state due to the presence of free ions.
