why the knowledge related to covid-19 does not translate, into behaviour and it result is third wave.In addition ,if government knew that imposing the restrictions will be safe for the country men then why do they not able to implement it. Give your opinion based on research.​

Answer to first part. (Why can't we implement ….into behavior)

The main thing is, at the first wave, everyone was afraid of COVID. There was lockdown and fear permeating in the air. Almost all aspect of society stopped. But the death toll didn't go high(as expected). So, People stopped being afraid of it. It's human nature. They found COVID isn't as scary as they thought it to be.  

Second is, Due to the lockdown everything was frozen. The education system, market, health, sports, and so on. So, now another lockdown for another few month or potentially year will have devastating effect on country as a whole. For a rich family it might be easy. But, majority of people aren't rich enough to survive staying at home all year long. The price is high enough to make people bleed.

As for the govt. It doesn't care about citizen as a whole. They just compare which is profitable, restriction and saving citizen is profitable or the letting thousands of them die but let the society run. At the end, profit from not imposing restriction is higher than lockdown. So, This situation occurred.  

This answer isn't from official/formal survey or research. But rather informal one. So, there is data missing.
