rough substance doesnot allow the transmition of light. it is because of the reflection of light from the surface of object.reflection are mainly two type.It can be either specular or diffused.Specular is for smooth surfaced objects. As diffusion takes place in the case of rough substance , the vibration that made by the light waves on the surface of the rough substance are absorbed by the object so that there will not be any energy(wave) left to pass through the rough object. that is reason that the light ray is not transmitted through the rough body
