The literacy rate in Kerala is approx 94% because of they focus on education. Kerala is the state which has the highest literacy rate in India than other states. The sincere efforts made by the government to eradicate literacy is successful in Kerala.  

Bihar has 64% of literacy rate in  India because it has many illiterate people because it does not focus on education and they have very few teachers and classrooms.  Many students in Bihar do not complete their education.
