why the name of the compound (ch3)2-c=c-(ch3)2 is 2,3-dimethylbute-2-ene? why not it's 2,2,3,3-tetramythylbute-2-ene?​

It would be the former one because, you have to choose the longest chain first, you don't have to count both the methyl groups attached as substituent chain, only of of them is to be treated as side chain, the other group is to be taken in longest carbon chain. That's where you got wrong.
