Planning commission was created on 1950, it was once the heartbeat of India’s planned economy, when a small cabal in Delhi allocated funds, decided what factories should produce and how much, and what sort of industries — in fact, what sort of anything — was good for the nation. Its powers have diminished over the years, and its relevance has been questioned.
   In fact, the first Five-Year Plan was initiated in 1951 — even though sympathetic to the need for university education, which it strongly supported — argued against regular schooling at the elementary level, favoring instead a so-called ‘basic education’ system.
        Eight men, including the heroes of Indian industry of the time, J.R.D. Tata and G.D. Birla, wrote a 15-year vision for the Indian economy to be circulated among their influential acquaintances.But now it dosen't seem like working the way it was supposed to be.The working order is same but the country and people here are changing,it needs a modification for now.
           PM Modi announced that a new institution will replace the 64-year-old Planning Commission, of which he is chairman, since it had outlived its utility today."a new institution with a new spirit" soon in the place of the old centralised model of Planning Commission.
  Modi did not specify details about the new body’s likely structure, but there was speculation it would be modelled on China’s National Development and Reform Commission. The Prime Minister could head the new commission with representatives from states and industry as members.
In the new structure, the finance ministry will likely take the final call on the annual gross budgetary support for various central schemes, as well states’ annual plans, which until last year was decided by the Planning Commission.

it's completely right decision by our pm Planning Commission was created on 1950.it was once the Heartbeat of Indians planned economy when is small Cabal in Delhi allocated funds,this site at what factories should produce and how much and what sort of industries infact,what sort of anything was good for the nation .it's power have diminished over the years and its relevance has been questions.in fact the first five year plan was initiated in 1951- even through sympathetic to the need for University education,which is strongly supported argued against regular schooling at the elementary level favouring in such a so called basic education system.

Answer= the cold war in this as a result of inertia factors such as Gorbachev's reforms, the weak economy of the USSR and the satellite States breaking away from the USSR and external factors such as US-Soveit diplomacy.
