This called energy levels or shells.

Nearest electron has low energy becoz it presents in 1st orbital.

which is 1st shell.

& it have only 2 electron.

so have lowest energy.

Nearest electron has lowest energy due to the attractive nuclear charge of the nucleus which is present at the center of the atom.
And the electrons are attracted by nucleas because nearest electron has low energy.
