This is an application of: Capillary action
We know that:
The tip of the nib of a pen is split.
So in order to provide a capillary.
This capillary helps the ink to rise to the end of the nib.
This enables it to write continuously.
Note: A fountain pain works on the principle of atmospheric pressure.

It is to produce capillarity action in the refill of pen or YOU can say to provide path for the ink to come out from the pen and so that we can write ;)
