Why the Nuremberg Tribunal sentenced only 11 Nazi leaders to death?

As they were the main leaders like hitler and Mussolini. They were very close to hitler and followed the commands of hurler and Mussolini. If anything had to be happened to Mussolini and hitler they were to take their place. Hence these main 11 nazi leaders were sentenced death. And seeing their death their followers would also stop capitalism.
