There are several reasons for it.
The first one is that we have a history of suppressment for more than 200 yrs by the British. During this time, most of the European countries and America went through industrialization.
Second reason is population. We cannot have an equal development with such a large population in hand that easily.
Third reason is cultural and linguistic diversity. It has made much more difficult for the government to imply rules for the development of the country.
And the reason which I think is the root cause of lagging behind is our lack of participation. We just wait for others to develop the country and not contribute ourselves. We are pretty lazy too, that's what cause such a large amount of unemployment and thus decrease in development than other countries
