why the paper pieces attracted by
charged comb?

Because of the electrostatic attraction between the charged particles of comb and the negative charged particles of the piece of the paper so therefore the pieces of paper are attracted by the charge comb

When a comb gets charged, static electricity is produced in the comb which results in generation of a field that attracts paper pieces
