Why the particles of steam posses more energy than the water at same temperature?

according to the particulate theory of matter it states that particles move in constant random motion, thus due to heat being applied the particles will be moving faster due to bonds breaking and kinetic energy is much greater, whereas water at room temperature does not posses as much kinetic energy due to eat not being applied and bonds not breaking. Thats what i assume.
