Answer:- Due to a phenomenon called Refraction , which means bending of light.

When the pencil is half dipped into water and the shape of pencil changes because of Refraction.

Since the light that reaches to us is bended light thus the image appears thick or thin

The apparent bending of pencil in a glass of water occurs due to a phenomenon known as refraction.

The speed of light is different in different mediums such as air and water. When light travels from a rarer(less dense) to a more denser medium the object seems to bend over the intersection of two mediums.

In case of pencil and water , the pencil seems to look bended from the interference of surface if water and air.
