Why the period between 1793 to 1794 is refer to as the reign of terror?

it is called so because during that period Robespierre was ruling and he was somehow ruling in the way the dictator does . all those who were against him and were acting against his orders were Guillotined.
This was the machine created by Dr Guillotine.
This machine directly slaughtered people.
But this finally came to an end when Robespirre was Guillotined himself the same way he used to punish people.

The Jacobin leader Robespiere followed a policy of control and punishment.This has come to be known as terror.Daily executions took place in Paris and in the provinces.Many were shot down in the countryside as beasts of the field.From June 1793 to July 1794 there was a veritable reign of terror in France.The Government was in hands of a Committee of Public Safety.Robespiere led the Comittee of Public Safety and was called "the incorruptible".
