All the spices he added in the water settlles down so to keep the spices in uniformly in water he stirs the water.

The water of pani puri contains spices and salt. Thus the mixture of spice and water makes a heterogeneous mixture. Due to which after some time the spice will settle down at the bottom of the beaker as heterogeneous mixture are not stable. So the vendors keep stirring it so as to mix the spices which have settled down uniformly. If the spices settle down at the bottom then it can alter the taste.
