we know that ice is an insulator of heat. When the surface water of the pond gets freezed during winter then it does not allow the heat to come out from the lower level of water thus, the temperature of below the surface of the of the ice layer is above the freezing point. As a result the water doesn't get freezed during winter.

Answer:
The reason most ponds won't completely freeze solid is because the top layer of ice now helps protect the deeper layers of water from further contact with the colder air. There will still be heat loss taking place, but usually the ice is enough to create a barrier to protect the rest of the pond from freezing solid.
