The PM of a coalition government can't take decision as he likes as
if he does, the partners in the alliance will be considered useless
So he has to respect each and every member's views
And so he has to discuss with them before he takes any sort of decision.

The prime minister of a coalition does not able to take decision as he like because he has not sufficient members from which his government is running . so, he has to make a combination of many parties and they have conditions and are very useful for the leading party . But ,if all this parties take their support their government will gone from ruling . and the other party with 20 or 30 seats less than the leading party of the coalition gets the support of the small regional parties and make a government .
