At sprint distances (100 to 400 meters) outside runners stay in their lane from the start to the end. At 800 meters, I believe they start in their lanes until they round the first bend and can then break for the inside. For mile and up, the runners line up in an arc and all have an equal chance to break for the inside. So the answer is that with staggered starts, the outside runners DON’T cut to the inside immediately.
