The salt solution of strong acid and strong alkalis are neutral in nature because their pH value is 7. These cells are formed because of the neutralization reaction in which an acid reacts with a base and neutralizes its effect, thus forming salt and water.

For example,

NaOH + HCl ------ NaCl + H2O

Here NaOH is a strong base where as HCl is a strong acid, They reacted with each other and formed a neutral substance call NaCl(salt).
