Why the Saudi Arabia ,fiji and estonia countries cannot be called democratic give reason?

Saudi Arabia and fiji cannot be called Democratic country because :-

1) People Dont have their Fundamental rights


2) Elections are Not Regularly held.


3) Government is Not responsive.

In Saudi Arabia, women are not allowed to vote.
In Estonia, the Russian minority finds it very difficult to be allowed to vote.
In Fiji, the vote of a Fijian has more value than that of an Indian-Fijian.
