The germination of seeds needs air, water and optimum temperature (20 to 250C). Since the temperature inside refrigerator is very low, so seeds to not sprout when kept inside the refrigerator.

Hii mate here us your answer,
In the process of germination there are many things which are required to germinate it and growth properly such as photoperiod, temperature, water and Air.
When a seed is kept in a refrigerator there the seeds will not get the sunlight, atmospheric air and proper temperature.
Due to this ultimatly the Seed dies and cannot germinate.
