The Fluoride ion, F(neg.) has a smaller ionic radius than the chloride ion Cl(neg.) and so the fluoride ion is closer to the Mg ion and the bond between the two is stronger . Essentially, the closer two molecules are to each other, the stronger the molecular bonds and the less likely it will dissociate. If MgF2 is less likely to dissociate, that makes it less water soluble.
