Its beacause when a airplane lands or takes-off there is much friction between the tyre and the road which might lead to accumulation of charges on the tyre.
In such a case the tyre may create a spark with any conductor such as as planes body.
To prevent this the tyres are conducting so that the charges are dispersed.I hope it will help you

Due to rubbing of body of vehicle with air or rubbing of tyres on the roads, friction makes them charged.
Conduction of these charges through the vehicle body may produce heat and subsequently the fuel tank of the vehicle mein catch fire.
Conducting tyres keep returning charges to the ground and hence, fire hazards are avoided.
