Stars twinkle because of high temp. from 1 crore C to 100 million C.
The surface of planets have low temp. so it doesn't shines.
Eg. when we heat any iron or stone it shines alot at high temperature produces much heat , radiation and light. It becomes red and shines as sun or star shines.
So sun shines or twinkle whether planets do not.
