Why the stones underwater is rubbed with each other it's sound is feeble and not very clear?

The reason is the medium changes. Sound requires medium to be heard. inside water the speed of sound slows down and the sound becomes more faint than in air.. so when u normally rub stones in the air medium u can hear it properly as you are used to that from childhood but when you do it underwater the sound becomes feeble and less audible.
