the light form the sun near the horizon passes through thicker layer of air and  has to travel  larger distance to reach the earth atmosphere before reaching our eyes however light from the overhead would have to travel relatively shorter distance. at noon the sun appears white as only a little of blue light and violet colours are scattered .near the horizon ,most of the blue light of shorter wave length scattered away by the particals, therefore the light reaches our eyes is of longer wavelength this give rise to reddish appears of the sun.

Answer:

During sunrise and sunset, the rays have to travel a larger part of the atmosphere because they are very close to the horizon. Therefore, light other than red is mostly scattered away. Most of the red light, which isthe least scattered, enters our eyes. Hence, the sun and the sky appearred.
