Why the sun rises earlier in the east,say nagaland and also sets earlier how the waches at kohima and new delhi shows the same time?

The first sunrise in is Arunanchal pradesh . And after 2 hrs tge sun rises in gujrat. But the watches show same time as they follow the time of standard meridian which is located at 82°30'E. The distance between every latitude is 4° and the longitudinal extent and the latitudinal extent of india is average 30° therefore 30 x 4=120 min =2hrs therefore from the eastern most point of india to the western most point there is a time lag of 2hrs..
