the taeler cannot use it but he can use a measuring tape to measure persons waist

The scale is stiff and cannot bend and remains straight.......But as our waist is not straight and is curvy we need to measure it with a measuring inch tape as it is flexible and can be folded so as to measure any object which is not straight.
