The temperature of the scrotal sac has to 2 degrees lesser than that of the body because the sperms need a colder living environment for surviving and also for multiplying.
Thus naturally the scrotal sac has been outside the abdominal cavity for lesser temperature.
Also a survey has shown that in Europe Australia and Northern America a man has a higher amount of semen or sperm count during copulation after ejaculation than an Asian African or South American Man.
