because they are so generous , scarify, and their qualities are equal to the gentlemen . the two boys work hard , earn money as equal to the gentlemen and their character is also probabily equal to the gentlemen so they are considered as a gentlemen in this story

In the story "Two gentlemen of Verona" the boys are termed as the gentlemen of Verona because a gentleman possesses several values or morals like he/she is-
honest,
gentle,
hard working,
innocent,
artless,
guileless,
punctual,
willing to do any work,
opportunist,
compassionate and
mature.
So, after reading the story we will get to know that the two boys were having all the qualities a gentleman should have. So, in a way we can say that indeed they were the two gentlemen of the city, Verona.
