why the unit of area is not called a fundamental unit?

SI is intended to be as simple as possible, and multiple base units for the same physical characteristics would conflict with this goal .

Metric units outside the SI include the are for area ( 100msquare) and the stere for the volume (1mcube) The hectare (10,000msquare) is accepted for use in SI but is not a base unit. Like wise , the litre (1000cmcube ) is accepted for volume but is not a base unit...
