Why the valency of carbon is 2 in the ground state?

general ground state of carbon is [1s2 2s2 2p2]

but in order to gain stability the carbon attains the excited state whos electronic configuration is [1s2 2s1 2p3]

and when we talk about the ground state of carbon,

as per the moeller's diagram the given electronic configuration is possessed by the carbon atom which is in ground state.

[1s2 2s2 2p2].

as the sub-shell 'p' is containing 2 elctrons which is outermost shell, the valency of carbon is 2 in the ground state.
