π is a constant and every constant in a mathematical proportionalities have fixed value which will may be calculated theoretically or mathematically or experimentally.
Illustration with example:
Consider 'a' proportional to 'b' ,
then , a = kb
where k is considered to be the proportionality constant.
let it was considered to be k=π for π had some unknown value.
Then during some experiments it was found that values of 'a' and 'b' vary constantly, as
(a,b) = (1,22/7) , (2,44/7) ....
then when it was substituted in formula ,
a = πb
the value for π was obtained as ,
π = 22/7 = 3.141
