Yes chloroacetic acid is stronger acid than acetic acid because chlorine is a electron with drawing group which decrease the electron density in o-h bond and make easier the releasing of hydrogen. Well, yes acetic acid has a pKa value of 4.76; whereas chloroacetic acid has a pKa value of 2.76.
