Why the vocal sacs is found only in the male frog?

Vocal sac is flexible membrane of skin .

When the male frogs call , their throat region usually expends as their vocal sac fills with air amplifying their call . Because of this , when not calling males tend to have obviously thin, baggy skinon their throat.
