Bcoz , after the reaction of hydrogen and oxygen , the number of hydrogen is double than the oxygen . So the ratio is 2 :1
So that the volume of gas collected at one electrode double than other collected at other electrode in the case of water..

Eg ==》 H2 + O --> H20
