Hydrogen is collected at the cathode, oxygen gas is collected at the anode. The volume of hydrogen collected is twice that of oxygen. This is because the chemical formula of water is H2O and so in a water molecule, the ratio of number of hydrogen atoms to oxygen atoms is 2 : 1.
